Wilmington Mayor Bill Saffo criticized North Carolina’s law against forced annexation this weekend. Insisting that cities and municipalities need forced annexation to collect more revenue, he said “we’re going to really have to look outside the box” to find additional money in other ways.
Those avenues could include new sales taxes, fees for use of public areas by non-residents and more land-us…e control granted to cities. In short, they will extract new revenue from citizens by any means to cover their revenue gaps and avoid cutting spending.
